Arizpe provided Program Management Consultant (PMC) Services to oversee the design and construction of multiple projects relating to the mandated water and wastewater improvements to the newly annexed areas around the City of Austin. Arizpe tracked costs and schedules for all PMC construction projects and provided field inspections.

Arizpe prepared a Construction Management Inspection Manual to be used by all managers, inspectors, and contractors on all construction projects under the PMC umbrella. This program was so successful that the City continued to add new projects for construction oversight to the PMC. Additional services performed included civil engineering and construction inspection. The program was completed in 2009 after providing 10 years of dedicated services to the city.
